EXECUTIVE ORDER 13587

In an effort to reduce the risk of a future incident similar to the 2010 unauthorized disclosure of classified information to Wikileaks, President Obama signed Executive Order 13587: Structural Reforms to Improve the Security of Classified Networks and the Responsible Sharing and Safeguarding of Classified Information. The Executive Order is part of the government's strategic efforts to provide adequate protections to classified information while retaining the progress in interagency classified information sharing that have been instituted since 9/11. The Executive Order establishes the Senior Information Sharing and Safeguarding Steering Committee and a new oversight structure to orchestrate the development and implementation of policies and standards for the sharing and safeguarding of classified information on computer networks.

INFORMATION ON PENDING INSIDER-THREAT PROGRAM REQUIREMENTS FOR INDUSTRY

The Government issued Conforming Change 2 of the National Industrial Security Program Operating Manual (NISPOM) in 2016. This Defense Security Service (DSS)-issued document outlines some of the new standards included in Conforming Change 2. New minimum standards include establishing an Insider Threat program, self-assessments of Insider Threat programs, and Insider Threat training for program personnel and awareness training for employees.

The National Insider Threat Policy, a result of Executive Order 13587, aims to strengthen the protection and safeguarding of classified information. It establishes the Insider Threat Program requirements for the executive branch.
