Privacy Consultant

Performance Outcome: Provide full-time Privacy Office Support, Privacy and Compliance Support, Privacy Complaint Resolution and Amendment Support, Privacy Incident Management Services, and Privacy Strategic Planning and Programmatic Support to work closely with the Senior Consultant – Task Lead, OIGP leadership, and staff to ensure agency information is protected as required by federal law and policy throughout its lifecycle. Coordinate with the Senior Consultant – Task Lead to ensure open, timely, and complete communication with the Government CO, COR, and GPM.

Basic Qualifications:

  • B.A. or B.S. degree in a relevant field or equivalent work experience required.
  • At least five (5) years of applied privacy policy and theory in the federal government sector, including experience in the identification of privacy enhancing operations and technologies; implementing privacy policies and compliance frameworks; and experience managing, producing, and executing privacy impact assessments (PIAs), system of record notices (SORNs), and privacy threshold analyses (PTAs), and other analysis documents to promote privacy protections within new and existing information systems and programs.
  • Experience must include independently drafting long-form, narrative privacy compliance and transparency documents that fully assess and explain privacy risks and mitigation of those risks (e.g., PIAs, SORNs).
  • Experience must include independently liaising with program/business, information technology, and information security personnel to identify privacy risks at all stages of system and program development, and collaboratively develop mitigation strategies.
  • Experience employing a wide range of methods for the assessment and improvement of complex programs, processes, and systems; operational knowledge of databases, spreadsheets, tracking and document management programs to write, analyze, and edit documentation that specifically relates to privacy issues.
  • Must be able to obtain and maintain client security credentials.

Other Qualifications:

  • Proficiency in use of Microsoft Office 365 including Outlook, Excel, PowerPoint, Word, SharePoint, and OneDrive.
  • Proficiency and strength in verbal, written, computer, presentation, and communications skills.

Preferred Qualifications:

  • Senior level professional able to work independently to accomplish complex assignments associated with leading projects and/or leading large, complex projects.
  • At least eight (8) years of applied privacy policy and theory in the federal government sector, including experience in the identification of privacy enhancing operations and technologies; implementing privacy policies and compliance frameworks; and understanding of the form and function of privacy impact assessments (PIAs), system of record notices (SORNs), and privacy threshold analyses (PTAs), and other analysis documents to promote privacy protections within new and existing information systems and programs.
  • Knowledgeable in the mission of respective areas and considered a Subject Matter Expert in the ICE overall mission.
  • Private Sector Privacy experience.
  • Work experience in a fast-paced law enforcement or DoD operational environment with constantly evolving priorities to meet mission objectives.
  • Current certification from the International Association of Privacy Professionals (IAPP).
  • Current Certified Associate in Project Management (CAPM®) or greater certification.

UAM Analyst

UAM Analyst – PKH Enterprises is looking for a User Activity Monitoring (UAM) Analysts to support a federal client. These analysts will play a crucial role in detecting, analyzing, and mitigating potential security risks. This work will be onsite in Washington, DC.


Responsibilities:

  • Monitor & Analyze user activity data to detect anomalous behavior and potential insider threats.
  • Triage & Investigate alerts, documenting findings and reporting them through case management systems.
  • Develop & Implement countermeasures against known adversarial tactics, techniques, and procedures (TTPs).
  • Collaborate with cybersecurity, counterintelligence, and law enforcement teams to refine detection strategies.
  • Conduct Forensic Analysis on network traffic, intrusion attempts, and data loss prevention technologies.
  • Support Insider Threat Programs by integrating multiple security data sources and refining detection triggers.
  • Provide Briefings & Reports to leadership on trends, risks, and mitigation strategies.

Required:

  • Education: Bachelor’s degree in cybersecurity, information assurance, or related field (or equivalent experience).
  • Experience: We are hiring analysts in roles from junior, mid to senior level.
  • 3-10 years relevant experience in UAM or insider threat detection, including ability to develop dashboards, filters, and audit policy triggers.
  • Familiarity with network traffic analysis, intrusion detection, and forensic investigations.
  • Certifications: CISSP, CEH, Security+, or DoD-8570 IAT Level II.
  • Clearance: Candidates must hold an active TS/SCI clearance.

Preferred Experience:

  • Knowledge of Windows, Linux, Unix operating systems.

Senior Insider Threat Liaison Analyst

Senior Insider Threat Liaison Analyst – PKH Enterprises is seeking a Senior Insider Threat Liaison Analyst to support Marine Corps commands in Hawaii. This role is critical to strengthening insider threat awareness, enhancing command engagement, and protecting personnel, missions, and national security interests.

The ideal candidate will build trusted relationships across commands, deliver insider threat training, and lead the full lifecycle of case management—from triage and analysis to senior-level briefings and mitigation recommendations. This position also plays a key role in developing SOPs, CONOPs, reporting requirements, and analytic workflows while producing high-quality intelligence products aligned with DoD and DITMAC standards.

Key Responsibilities

  • Build and maintain strong relationships with Marine Corps commands across assigned regions, serving as a trusted advisor for insider threat awareness and program engagement
  • Deliver insider threat training to commanders, supervisors, and stakeholders across security, prevention, and personnel communities
  • Serve as a primary coordination point with government program representatives, supporting product development, reviews, and information sharing
  • Brief senior leadership on insider threat inquiries, analytic findings, and recommended mitigation strategies
  • Develop and refine SOPs, CONOPs, and operational documentation to support program execution and long-term sustainment
  • Identify, validate, and manage reporting requirements to DoD, SECNAV, DITMAC, and command leadership
  • Establish and execute workflows for case management, including triage, analysis, validation, and reporting
  • Produce high-quality analytic reports aligned with established thresholds and adjudicative guidelines
  • Ensure compliance with all applicable laws, policies, privacy protections, civil liberties, and whistleblower safeguards
  • Conduct quality control reviews of analytic products across the team
  • Support strategic initiatives, including stakeholder engagement, communications, and system/program integration

Required Qualifications

  • 5+ years of military or all-source intelligence experience at tactical and strategic levels
  • Strong understanding of intelligence processes, analytic tradecraft, and research methodologies
  • Experience with User Activity Monitoring (UAM) systems and insider threat or counterintelligence analysis
  • Demonstrated ability to analyze complex information and produce accurate, timely intelligence products
  • Excellent written and verbal communication skills, including the ability to brief senior leaders
  • Knowledge of domestic and international threats to U.S. national security

Seeking an experienced Behavioral Scientist for our insider threat operational requirements on a mission-focused program within a challenging, dynamic setting located in downtown Washington DC. Successful candidate in this position will conduct behavioral research and assessments with the goal of informing the development of insider threat and security policies and procedures within a government agency. The Scientist may, among other tasks, be expected to conduct interviews, pilot studies, surveys, case studies, and program evaluations; develop metrics; analyze qualitative and quantitative data; and manage research projects.

Responsibilities

  • Provide psychological services to include participation in meetings and briefings for specific mission-related initiatives.
  • Prepare and conduct behavioral assessments.
  • Assist in identifying a source’s key personality traits, sources of social and professional influence, psychological strengths, and vulnerabilities.
  • Provide expertise in managing and testing of sources.
  • Integrate knowledge of a source’s background and personality into a formal written operational/behavioral assessment.
  • Make appropriate recommendations in challenging, ambiguous or emergency situations to facilitate the government’s decision-making process.
  • Be able to assess a source’s integrity and competence in the context of past behavior and current behavior.

Requirements:

  • Candidates should have the ability to work independently on their assigned topics, develop appropriate project timelines, lead well-organized meetings and briefings.
  • Experience working in the Intelligence Community.
  • Possess knowledge and practice of applied behavior analysis.
  • Ability to integrate knowledge of a source’s background and personality into a formal written operational/behavioral assessment.

  • Master’s Degree or a Doctoral degree from an accredited college/university with specialization in behavioral psychology OR social sciences, along with 10 – 13 years of prior relevant experience.
  • Must have a TS/SCI clearance.

Insider Threat Program Management Specialist

PKH Enterprises is seeking qualified individuals to support both government and private-sector clients in the development and implementation of insider threat and asset protection programs. Qualified candidates should have knowledge of insider threat program elements, governance models and overall program operations. Previous experience with counterintelligence, incident response, investigations, IT security, human resources or other relevant fields are considered a plus.

Responsibilities:

  • Provide consulting support services to government and private-sector clients related to the development of insider threat programs
  • Conduct evaluations of existing insider threat program elements
  • Evaluate and recommend both technical and non-technical solutions to detect and respond to potential insider threats
  • Evaluate and establish program elements to support insider threat prevention, detection, and response
  • Evaluate and establish insider threat program governance and stakeholder engagement mechanisms
  • Conduct risk management assessments of critical assets and develop strategies for their protection
  • Provide support in developing business cases, resource planning, budget justifications and other documents in support of client insider threat programs
  • Develop and operationalize program performance metrics and reporting mechanisms in support of client insider threat programs
  • Proactively work with the security engineer and customer to identify gaps in the insider threat program technology or policy.
  • Draft / Update / Implement with customer new Insider Threat policies and procedures
  • Have a good understanding of policy and directives related to insider threat enacted with the DHS or other Federal Agencies
  • Conduct technical interchange meetings with client stakeholders to establish implementation processes, address concerns and troubleshoot challenges that arise in application deployment.
  • Assist in establishing and updating Insider Threat program to ensure collected data is relevant, timely, incorporates technical and non-technical data.
  • Help in developing, and updating the framework for the insider threat program
  • Identify data sources and priorities for data collection.
  • Work with data owners to ensure appropriate data is collected and processed by insider threat technology stack.

Minimum Qualifications:

  • Bachelor’s degree or equivalent
  • Minimum of three years’ experience as an Insider Threat analyst or relevant investigative or intelligence experience.
  • Knowledge of incident response, crisis management, data management best practices, and cyber security trends
  • Strong oral and written communication, analytical, critical thinking, data management, and research skills
  • Experience conducting end-to-end investigations, including collecting and analyzing qualitative and quantitative data, and handling sensitive materials
  • Familiar with National Insider Threat Task Force (NITTF) Mission, policies
  • Experience working with credentialed agents to supply knowledge and information required for sensitive investigations surrounding insider threat and counterintelligence.
  • Counterintelligence / Law Enforcement background
  • UAM and UEBA familiarity and how it relates and can be implemented to enhance the functionality of the insider threat mission
  • Minimum of 5 years’ of experience in federal program management support or related experience
  • Active Top Secret Clearance required
  • Must be eligible for a TS/SCI Clearance
