Donald Gabbin is a seasoned operations executive and program manager with 20 years of experience managing complex projects and programs across various federal agencies. His expertise lies in operations management and program implementation and design, where he has successfully overseen delivery execution, provided strategic program guidance, and managed portfolios of contracts at agencies such as the SEC, HRSA, USDA, USPTO, FDA, CDC, and EPA. Mr. Gabbin is an Agile-SME who ensures programmatic objectives are met with precision and efficiency. His career is marked by a commitment to enhancing government operations through innovative and effective project management and technical solutions.
In his role as Chief Operating Officer at PKH, Mr. Gabbin supports the CEO in executing the company’s strategic vision and overseeing the organization’s operations, with a focus on ensuring the alignment of programmatic standards and delivery with business goals. His responsibilities include overseeing daily operations, resource allocation, and performance tracking, fostering a culture of continuous improvement. Previously, as SVP for Health and Defense, he oversaw P&L for a $125M TCV portfolio, managing large contracts, driving organic growth, and ensuring high-quality service delivery. His leadership and strategic planning capabilities have been instrumental in modernizing and streamlining operations, making a tangible impact on federal initiatives.
Mr. Gabbin’s educational background includes an M.S. in Applied Information Technology from Towson University, an M.P.A. from Virginia Tech, and a B.S. in Public Administration from George Mason University. He is both a certified Project Management Professional (PMP) and a PMI Agile Certified Practitioner (PMI-ACP) His array of certifications, including Certified Scrum Master (CSM), ITIL v4 and SAFe® Practice Consultant (SPC), underscores his proficiency in both traditional and modern project management practices, positioning him as a leader in the field of IT-focused government contracting.
