Senior Insider Threat Specialist – Investigations
Frank Hernandez is a Senior Counterintelligence (CI) Insider Threat Analyst at PKH Enterprises. He is regarded as a subject matter expert on the planning and policy implementation of insider threat operations. Frank received a Bachelor of Science in Criminology from Utica College of Syracuse University. Prior to entering civilian federal service, Frank served in the U.S. Army.
Frank retired from the Naval Criminal Investigative Service (NCIS) in July 2014. During his tenure at NCIS, Frank worked with senior Department of Defense (DoD), Federal, State, Local and foreign law enforcement (LE) and intelligence professionals, on significant matters related to Counterterrorism (CT), CI and LE operations, investigations and policy related matters.
In 2009, Frank was assigned as the Special Agent in Charge (SAC) of the Middle East Field Office, Manama, Bahrain. He oversaw the supervision and management of approximately 110 LE professionals and support staff. His work included, supervising and supporting CI, CT and LE operations and investigations in over twenty-seven (27) countries. He was the primary advisor in Middle East NCIS operations to the Commander, U.S. Naval Forces Central Command (NAVCENT) and the NCIS, Executive Assistant Director of Atlantic Operations.
In 2012, Frank was assigned to the Chairman, Joints Chief of Staff (CJCS), as the Counterintelligence Coordinating Activity (C-CICA). As the principal advisor on matters of CI to the Chairman, Frank provided both CI and CT guidance to senior CJCS members.
Frank is a highly professional and successful criminal investigator with over twenty-seven years of federal LE, CI and CT experience. He is considered a subject matter expert on conducting and managing criminal investigations, and national security investigations and operations at all levels.
